Human Resources Specialist - Technical Reviewer

The HR Specialist, Technical Reviewer, provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service applicable database (HR Smart). The HR Specialist, Technical Reviewer, reviews all facets of work for all areas of HR including Staff, ER/LR, Benefits, etc. across all stations within the network. Duties include:
Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions Conducts a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements Reviews personnel actions to ensure all employee data is accurately captured, e.g. legal authority, Veteran's Preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc. Reviews grade, step and salary on personnel actions to ensure all pay-setting laws and regulations are adhered to for a variety of Title 5, Title 38, and Title 38 Hybrid positions Performs review of employees Electronic Official Personnel File (eOPF) in order to verify the legality and accuracy of processed actions Generates queries and reports from various computer systems as needed to retrieve information for data verification Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Selection for this vacancy may be made at the GS-07, GS-09, GS-11 or GS-12 grade level. A GS-07, GS-09, or GS-11 selectee will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. Physical Requirements:
The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items or drive a motor vehicle. The work does not require any special physical effort. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held a grade of GS-05 or higher on a permanent basis for at least one year to be eligible for the GS-07 grade level, applicants must have held a grade of GS-07 or higher on a permanent basis for at least one year to be eligible for the GS-09 grade level; applicants must have held a grade of GS-09 or higher on a permanent basis for at least one year to be eligible for the GS-11 grade level; and applicants must have held a grade of GS-11 or higher on a permanent basis for at least one year to be eligible for the GS-12 grade level. GS-07 Minimum Qualifications Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Knowledge of basic principles and practices of VA HR; process personnel actions; process cancellations and correction actions in HR Smart for all areas of HR. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either:
A) completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work, OR B) possess a Superior Academic Achievement (S.A.A.) that has been gained in a curriculum that is qualifying for the position to be filled. (Note:
S.A.A. applies to persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university & is based on one of the three:
(1) class standing of upper third of the graduating class (2) grade-point average minimum of 3.0 as recorded on official transcript based on 4 years of education OR minimum of 3.5 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or (3) honor society membership). Applicants may also have an equivalent combination of qualifying specialized experience and education to qualify for this level; less than one (1) year of specialized experience and less than the education listed above, but together they total to 100% of the requirement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
performs technical/qualify reviews for all personnel actions to include reviewing and releasing actions; process personnel actions such as HT38 conversions, results of HRIS Bulletins; conducts employee record audits, pay audits and resolves issues through DCIPS and REMEDY; process cancellations and correction actions in HR Smart for all areas of HR OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one of the following:
A) possess master's or equivalent graduate degree that demonstrates the knowledge, skills and abilities necessary to do the work, OR B) successfully completed two (2) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work, OR C) possess an LL.B. or J.D. in a related field that demonstrates the knowledge, skills and abilities necessary to do the work. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level; have an equivalent combination of qualifying specialized experience and education if less than one (1) year of specialized experience and less than the required education listed above, but together they total to 100% of the requirement. For the GS-11 Grade Level Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is defined as:
knowledge of principles and practices used in the technical/quality review of personnel actions; process mass personnel actions related to HRIS Bulletins, HT38 conversion; conducts pay audits, employee record audits; Knowledge of and skill in applying a wide range of HR laws, regulations, principles, and practices sufficient to serve as a consultant in providing advice to managers and employees OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either a Ph.D. or equivalent doctoral degree in an area of education that demonstrates the knowledge, skills, and abilities necessary to do the work; OR completion of 3 full years of progressively higher-level graduate education leading to such a degree in an area that demonstrates the knowledge, skills, and abilities necessary to do the work; OR an LL.M., if related OR, Combination of Education and Specialized
Experience:
Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination Specialized Experience (less than 1 year) and the minimum Education substitution in which the percentages equal 100% of the requirement. Note on Education:

performs technical/qualify reviews for all personnel actions to include reviewing and releasing actions; process cancellations and correction actions in HR Smart for all areas of HR; process personnel actions such as HT38 conversions, process mass personnel actions related to HRIS Bulletins; conducts employee record audits, pay audits and resolves issues through DCIPS and REMEDY; generates queries and reports from various computer systems as needed to retrieve information for data verification; provide advice on HR functions and analyze regulations to develop operating procedures and processes for an organization's HR programs. There is no education substitution for experience at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
