Distributes and balances workload among employees in accordance with staff work flow Ensures timely accomplishment of the assigned workload Ensures that each employee has an equitable workload Keeps in touch with the status and progress of work Makes day-to-day adjustments in accordance with established priorities Obtains assistance from the supervisor on problems that may arise such as backlogs Estimates and reports on expected time of completion of work Maintain records of accomplishments and time expended Prepares reports as requested Develops and implements standardized VISN procedures and processes in the form of Standard Operating Procedures (SOPs) governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities Provides advice and guidance to facility management officials with interpretations of OWCP policy and procedures as outlined in VHA Directive 1609 Conducts reviews of new or proposed agency or administration personnel policies, procedures and guidelines for impact within the VISN workers' compensation program Provides recommendations for the development of proposals/plans related to the advancement and implementation of the VISN workers' compensation program Completes technical reviews, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness Provides authorization for medical examination and treatment to the provider of choice within 4 hours of the injury, in emergency situations when immediate treatment is required, and follows up with a completed DOL Form CA-16 (when applicable) Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is described as:
Evaluates, authorizes, and approves requests for Continuation of Pay (COP), or annual and sick leave used in lieu of COP. Monitors requests for appropriate payment on a biweekly and quarterly basis. Processes requests for compensation for periods of leave without pay (LWOP) or leave buy-back (LBB) in accordance with applicable policies and procedures. Monitors and evaluates leave related to FECA claims for accuracy of payment and resolves discrepancies. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
