Paralegal Specialist, GS-0950-11/12 (DE/CR)

As a Paralegal Specialist, you will perform the following duties:
Support National Oceanic and Atmospheric Administration's Office of the General Counsel (NOAA GC) to research existing and proposed NOAA policies, identify potential legal problems, prepare reports of findings, and recommend appropriate solutions. Assist GC attorneys with regulatory review, trial research, litigation, meetings, and negotiated agreements and settlements on matters with commercial, governmental, and administrative entities, employees and the public. Carry out integrated legal, legislative, regulatory, or related factual research studies and projects on behalf of the NOAA GC; prepare interpretive reports based on research findings, and recommend appropriate solutions or actions. Coordinate and collaborate with the Department of Justice counsel on litigation; coordinate actions with other Federal agencies or State and local jurisdictions that have closely related actions. Prepare affidavits, legal evidence, administrative records, position statements, responses to requests for public records, and other legal paperwork in coordination with Federal, state, or local jurisdictions. Develop and present training and education presentations, classes, and workshops to other paralegals and GC personnel. NOTE:
The duties are at the full performance GS-12 performance level, and the GS-11 are developmental leading to such performance. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
Supporting attorneys to prepare and conduct depositions, hearings, trials, and other legal proceedings; Utilizing automated case management and electronic litigation support systems to process, proofread, cite-check, and edit draft legal documents; and Assisting with the training of other paralegals and making recommendations for legal support staff to follow on specific issues. OR EDUCATION:
Ph.D. or equivalent doctoral degree. OR 3 full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related. OR COMBINATION:
A combination of related graduate level education and specialized experience. Note:

Supporting attorneys to prepare and conduct depositions, hearings, trials, and other legal proceedings; Participating in legal discussions and negotiations with attorneys from multiple jurisdictions; Utilizing automated case-management and electronic litigation support systems to process, proofread, cite-check, and edit legal documents; and Training and providing expertise to other paralegals, or providing direction and guidance to legal support staff on specific issues.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
