Administrative Officer

The Administrative Officer participates in the overall administrative management, planning, problem solving, decision-making, organizational development, communication management, customer service and quality management of the Readjustment Counseling Service (RCS) District. The selectee is responsible for providing or obtaining a variety of management services essential to the direction and operation of the organization. The position performs a crucial role in the management of both financial and human resources. The selectee performs key work in several vital functions or services such as management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities; Identifies and integrates internal and external issues affecting the organization, such as those involving technical and administrative factors; Integrates and consolidates the work of the District Office staff where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations for the District Director; and/or ensures consistency of interpretation, judgment, logic, and application of policies. The selectee will formulate training plans and executes coordination of District training events based on needs. Conducts and/or participates in informal training to broaden employee skills and to provide backup skills by cross training; recommends more formal training when need is apparent. He/she develops PowerPoint presentations and drafts reports for Senior Leadership. The selectee is responsible for data management, the development and continuing improvement of data collection, reporting requirements through analyses of data, methods for preparation of reports, assurance that reporting requirements are met and provide clear and concise information. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Basic Requirements Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing budget estimates and justifications; making sure that funds are used in accordance with the operating budget; collaborating with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and employees; advising on and negotiating contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations; designs and manages studies, training programs and organizational strategies for identifying opportunities to improve customer service, Veterans experience and RCS operations. Develops and implements tracking systems to monitor execution of established action plans. You will be rated on the following Competencies for this position:

The work is primarily sedentary with some walking and standing in conjunction with travel to attend meetings and conferences away from the work site. May carry light items such as papers, books, or small computer components. The work does not require any special physical effort. Normal safety precautions and practices are necessary for working in an office environment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
