Major Duties:
The incumbent will work as a member of the Construction & Valuation Section of the St. Petersburg Regional Loan Center (RLC). The incumbent of this position is responsible for oversight duties for an assigned multi-state geographic location. The incumbent of this position is responsible for desk reviews of appraisals of residential properties for the purposes of loan origination, liquidation, partial release of security, VA owned property sales or loss, and damage estimates to ensure the accuracy of the final values. - Performs post audit desk reviews of appraisals performed by VA fee panel appraisers and Notices of Value issued by VA Staff Appraisal Reviewers under the Lender Appraisal Processing Program (LAPP) and Servicer Appraisal Processing Program (SAPP) nationwide. - Responsible for a full range of construction and valuation matters affecting the VA Home Loan Program, including handling construction complaints. - Performs oversight field review work of appraisals and compliance inspection reports in an assigned geographic area. Some occasional overnight travel is required. - Locates comparable real estate's sales information that is not readily available. - Applies and correlates the basic valuation approaches and modifies and adapts standard appraisal techniques to determine the accuracy of the property value estimation. - Performs field reviews of appraisals performed by fee-basis appraisers and LAPP Notices of Value issued by lender Staff Appraisal Reviewers (SAR). - Acts as the RLC liaison with lender SARs by providing counseling, advice, and instruction in matters involving the LAPP program. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Specialized experience for this position is defined as:

Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
reviewing appraisals of residential properties and adjusting values with management approval/assistance; utilizing various research and retrieval methods in collecting comparable real estate sales data; and implementing basic valuation approaches and Uniform Standards of Professional Appraisal Practice (USPAP) techniques in determining the accuracy of property value estimations. GS-11:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
reviewing appraisals of residential properties for compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and program requirements; Ensuring the accuracy of value estimations and make adjustments as necessary; utilizing various research and retrieval methods in collecting comparable real estate sales data, including public records research; implementing complex valuation approaches and adapting Uniform Standards of Professional Appraisal Practice (USPAP) to determine the accuracy of property value estimations; and performing field reviews of appraisals and compliance inspection reports. OR, Education:
GS-7:
one full year of graduate level education or superior academic achievement. GS-9:
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; GS-11:
a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M, if related. OR Combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
