Management Analyst

The Associate District Director for Administration (ADDA) position is responsible for the administrative operations of Vet Centers within the RCS District Zone which consists of 16 to 25 Vet Center teams. As the highest responsible administrative operations officer reporting to the RCS Deputy District Director, the ADD/A is part of a management team organized for the purpose of providing a collective of therapeutic and community endeavors including professional readjustment counseling; bereavement counseling; Veteran, Service member, and family outreach; community partnership and education; networking; public relations; and referral activities and services in a way that achieves maximum effectiveness in each area.The ADD/A provides leadership and managerial oversight in the following areas:
Budget Management, Program Administration, Contracting Requirements and Quality and Performance and Human Resources. The ADD/A develops quality indicators to ensure high quality of customer service and employee workplace experience, collecting satisfaction feedback in order to implement improvements as pertinent. He/she ensures continuous improvement relative to the quality, value and access to readjustment counseling and all other VA services. The selectee is skilled in project planning and project management. He/she coordinates the development of strategic goals and monitors their implementation. He/she provides project oversight for the relocation, activation of Vet Centers and renovations. He/she directly manages designated FTE to include planning, recruitment, selection process oversight, position description development, job analysis, classification, organizational charts, personnel action approvals, vacancy announcements approvals, management of clinical staff boarding process, advisor on diverse workforce placement, compliance with hiring practices and Veteran's hiring authorities. The ADD/A uses effective leadership strategies to promote professional interactions in the workplace as they relate to effective communication and civility amongst staff. He/she manages a mentoring and coaching program with the supervisors in order to ensure that new employees are well oriented and guided on all aspects of their job assignment. Telework schedules:

Basic Requirements Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Leading a management team organized for the purpose of providing a collective of therapeutic and community endeavors including professional readjustment counseling; bereavement counseling; Veteran, Service member, and family outreach; community partnership and education; networking; public relations; and referral activities and services in a way that achieves maximum effectiveness in each area; providing leadership and managerial oversight in the following areas:
systems and business management; strategic planning; quality assessment and improvement; human resources; professional staff management; and personal leadership and ethics; solving extremely complicated and multifaceted issues that arise from providing quality readjustment counseling services across an area with differing local Veteran population needs. Implementing a variety of measurable qualitative and quantitative actions to solve these identified issues; operating supplies, equipment purchases, purchase card management, Mobile Vet Center and government vehicle fleet management and all other expenses; developing periodic financial reporting and monitoring tools, conducts budget briefings to senior leadership in order to present the fiscal year budget plan and provides ongoing status reports on its execution. The work is primarily sedentary with some walking and standing in conjunction with travel to attend meetings and conferences away from the work site. May carry light items such as papers, books, or small computer components. The work does not require any special physical effort. Normal safety precautions and practices are necessary for working in an office environment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
