Supervisory Human Resources Specialist -Quality Assurance

The Supervisory Human Resources Specialist, Quality Assurance, oversees and manages the HR staff of the Quality Assurance unit and serves as the HR subject matter expert (SME) for the quality review of all consolidated network personnel action audits to ensure compliance with Federal statute, Veterans Affairs (VA) policy, VA Human Resources Management Letters (HRMLs), Office of Personnel Management (OPM) guidance and other legal and regulatory requirements. Duties include:
Responsible for Quality Assurance (QA) of all HR program areas which require analyzing and evaluating complex programs or issues, interpreting and applying HR policy and regulatory requirements Oversees the daily operation of the QA unit. Provides technical and administrative supervision to a unit of HR Specialists and administrative support staff Plans and assigns work, sets priorities and schedules for completion of work, provides training for VISN 8 Quality HR staff Interviews and selects candidates for positions within the unit, recommends promotions, approves leave, assures adequate coverage of workload SME responsible for reviewing, auditing and corrections of erroneous personnel actions, provides supporting regulatory requirements to VISN 8 HR managers and HR staff for corrective actions in all HR program areas:
Recruitment and Placement, Pay Administration, Maintenance of e-OPF, Awards Program, Performance Management, Personnel Suitability and Security, Accountability System and ER/LR Reviews findings and analyzes results of audits performed by HR Specialist Quality team Identifies technical discrepancies in all HR program areas identifying the need for training, interventions and strategies that improve the VISN HR staff's accuracy with processing and coding personnel actions, performance and ability to meet HR business requirements Resolves complex or difficult findings from audits and prepares and presents briefings and status reports to leadership, identifying potential problem areas and recommendations associated with assigned workloads Serves as a technical QA expert works with leadership for devising human resource management policies and programs for VISN wide application Reviews technical data reports to assist in determining goals and recommendations to improve the technical function of the VISN-wide HR staff, as well as continuous preparation for, and coordination of, all outside HR audits and review Work Schedule:

Experience:
To qualify for the GS-13 Human Resources Specialist, in addition to meeting the time in grade restriction, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
knowledge of automated HR systems to extract data and reports to support audits; ability to research and evaluate criteria to resolve complex HR issues; ability to review and audit personnel actions to ensure accuracy and compliance with regulatory requirements; skill in effective communication both verbally and in writing to develop and deliver briefings, reports and correspondence. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
