Human Resources Assistant (Information Systems/OA)

The HR Assistant for the Processing and Records Unit (PRCU) with VISN 8 Network Office is responsible for accomplishing the day-to-day operational functions and maintenance of the processing and records section of Human Resources, entering and extracting data from Human Resources Information Systems (HRIS) and assisting with employee benefits coding. Other duties are, but not limited to:
Responds to inquiries and provides assistance on a continuing basis to supervisors, managers, and HR Specialists related to coding errors and personnel problems. Assists in researching a variety of system problems and provides resolution. Maintains eOPF (electronic Official Personnel File) uploading documents, verifies documents added are appropriately placed, transfers records, inactivates files, and deletes/purges cancelled SF-50's. Assists HRIS Specialists with DFAS Remedy tickets, HR Smart processing and/or position management issues, and analyzing and researching problems/issues for resolution. Assists and consults with HR and payroll personnel at the facility level regarding verification of certain personnel information to prevent or correct errors. Uses personal computers, Internet, and various office software programs to prepare a variety of complex documents or reports containing tables and/or graphs and also to obtain information from online accessible HR resources. Provides basic information and assistance to employees regarding program requirements and processing procedure. Promotion Potential:
Selection may be made at either the GS-05 OR GS-06 grade level. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Typing. Applicants for this position must meet the typing requirement of at least 40 WPM. You may meet the requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying your proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Specialized experience includes:
Utilizing personal computers, scanning equipment, Internet, and various office software programs to prepare reports or upload data; Communicating and treating customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner; Providing the customer with consistent information according to established policies and procedures; Handling conflict and resolving problems in dealing with the customer constructively and appropriately. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years higher education beyond high school. (Transcripts Required) OR, Combination:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience includes:
Interpreting and applying regulations and precedents when providing guidance; Providing information to assist HR Specialists with resolving coding errors; Meeting established deadlines and systematic suspenses; Troubleshooting personnel action rejects, determining where a problem exists through the use of PAID & DFAS reports; Performing an in-depth analysis to determine where processing errors exist in order to take appropriate action; Maintaining employee files thru e-OPF (Electronic Official Personnel File); Determining if documents are missing, receiving and transferring OPFs electronically to and from other federal agencies to include National Archives. The work is primarily sedentary, but may require some walking, bending, stooping, standing, stretching and carrying objects such as files/binders. Work also requires performing a sizeable amount of keyboarding duties.
