Management and Program Analyst

As Management and Program Analyst for the VISN 8 Network Office, St. Petersburg, Florida, the individual provides line manager(s) with objectively based information for making decisions on the administrative aspects of organizational operations and management. The individual performs a variety of substantive analytical, planning, evaluative, and advisory work. Other duties include, but are not limited to:
Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Develop new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments. Recommends improvement in administrative operations and evaluates, processes for effective organizational changes. Provides management with reports, evaluated information, budgetary proposals. Participates in discussions, meetings, conferences, and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials. Provides information needed to investigate facts, presents conclusions, recommendations, and alternatives. Advises management of unique conditions and issues which affect administrative activity. Provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. Establishes study methods and techniques to be utilized in substantive program studies and audits. Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Gathers and organizes narrative and statistical information using generally advanced methods, techniques,and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Reviews and reconciles large amounts of data. Applies analytical and evaluative methods and techniques to issues or studies concerning substantive administrative support functions. Interprets findings resulting from studies that are independently developed. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Establishing criteria; formulating projects; assessing management effectiveness; and/or investigating or analyzing a variety of unusual conditions, problems, or questions. Applies a wide range of specialized management analysis tools and techniques. Knowledge of pertinent laws, regulations, policies, and precedents. Prepares projects papers and staff reports. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of operational effectiveness and organizational productivity You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
