As an Environmental Scientist, you will perform the following duties:
Design and conduct natural resource damage assessments for cases involving oil and chemical spills, chronic contamination due to hazardous material releases, and physical impacts in sea grass and coral environments. Evaluate the injury and scale of adverse effects, determines the scale of restoration and compensation for injury, and negotiate settlements to resolve natural resource liability. Lead a multi-disciplinary team to conduct natural resource damage assessment and restoration planning. Develop, maintain, and implement mechanisms for effective damage assessment response, including ephemeral data collection, for spills of oil and hazardous materials in the Southeast Region. Negotiate settlements and agreements to obtain natural resource and habitat restoration within the Southeast region. Assist in preparation of litigation materials and expert testimony used in legal proceedings to quantify natural resource injuries and the amount and type of restoration required to make the American public whole. Develop and improve methods for damage assessment and scaling appropriate restoration and compensation for lost services. Foster cooperation and coordination within and outside of the National Ocean Service (NOS), other government agencies and members of stakeholder groups. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for ZP-4 or GS-13 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Conducting natural resource damage assessments oil and hazardous substance spills; Assessing environmental injury and conducting restoration scaling of resources to perform recovery and/or restoration of surface waters and coastal resources; and Developing and implementing natural resource restoration plans to guide the expenditure of natural resource damages recovered through litigation and/or settlements.
