Health System Specialist

The Health System Specialist within the VISN 8 Network Office, works closely with the Chief Medical Officer (CMO), and clinical program managers in performing duties directly contributing to the administrative management of a health care delivery system. Responsibility's of a Health System Specialist, or HSS assists with all clinical programs, focusing on Network-wide results,outcomes, and is also responsible for, but not limited to, the following:
Coordinates, communicates, identifies, and develops mechanisms to streamline processes. Studies, analyzes, evaluates, and formulates recommendations for the development and improvement of clinical operating programs. Assists in the management of budgets for clinical programs (i.e., special purpose funds). Exercises independent judgment in the development of communication briefings and remarks for briefings with facility clinical leadership, VISN leadership, VACO, and other internal and external stakeholders. Analyzes multifunctional programs, functions, and organizations on a VISN-wide or equivalent scope to determine whether the management systems currently in use efficiently accomplish the objectives and controls necessary for sound management. Performs organizational analysis, evaluates processes, and makes recommendations for effective changes. Leads site visits to establish partnerships. Conducts studies that analyze problems with clinical workload, work distribution, workflow, and work controls; as well as work essentials, organizational structure, and staffing ratios. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. In addition to the Time-In-Grade Requirement, per OPM's Classification and Qualifications Standards, the IOR for the Health System Specialist, 0671 series, requires candidates possess either:
Undergraduate and Graduate Education with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR, Specialized Experience defined as:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience:
And, in addition to the Time-In-Grade Requirement and the IOR, candidates must also have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. The Specialized experience for this position is defined as:
Two years of Health System Specialist knowledge and experience of VISN 8's operations and procedures, both clinical and administrative, and developing and implementing health care management policies, programs, and operations; Recommends and makes changes in administrative practices/policies, devises and implements procedures and office practices, and foresees administrative problems/requirements; Develops material for meetings and conferences; advises and instructs VAMC/Outpatient Clinic support staff on directives, reports, reporting requirements, policies/principles/practices; and, possesses knowledge of Delegation of Authority, channels of communication, and routing correspondence; Obtains, compiles, analyzes, and summarizes narrative and quantitative data in an ADP environment; and, Prepares and presents recommendations/proposals, reports/charts/graphs, and utilizes management information systems and office automation systems; and, has expert capability in using computer applications, principles, and techniques to develop/implement new automated systems. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
