Loan Specialist (Commercial), ZA-1165-2/3 (DE/CR)

As a Loan Specialist (Commercial), you will perform the following duties:
Conduct financial analysis for the Fisheries Finance Program (FFP) on commercial loan applicants ranging from small sole proprietors to large corporations in order to determine associated credit risk for potential program borrowers. Maintain a loan portfolio of fishing vessels, shore side processors, aquaculture and mariculture businesses and collect required annual financial reports from borrowers and inputs information into database. Review balance sheets and income statements to evaluate the working capital and cash flow abilities of applicants and compose concise loan reports with comprehensive written analysis on loan recommendations. Use knowledge of U.S. commercial fisheries, which includes federal quota share programs and limited access fishing rights, to understand industry risks and how changes in U.S fisheries may affect collateral values as well as borrower's ability to repay their debt. NOTE:
The duties described are at the full performance level of the ZA-3 grade; the duties at the ZA-2 are developmental leading to the ZA-3 level. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. SPECIALIZED
Experience:
One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:
Assisting with financial analysis of businesses requests to determine associated credit risk for potential program borrowers; and Contributing to loan reports with written analysis on loan recommendations. -OR-SUBSTITUTION OF EDUCATION:
Master's or equivalent graduate degree with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology, OR 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.-OR-COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. NOTE:
Only graduate education in excess of one year is qualifying for combination. To qualify at the ZA-3 or GS-11 level:
SPECIALIZED
Experience:
One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Contributing to financial analysis on small to mid-sized business requests to determine associated credit risk for potential program borrowers; and Assessing industry risks, collateral values and borrower's repayment ability by analyzing commercial programs, procedures and/or regulations. -OR-SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology, OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. -OR-COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. NOTE:
Only graduate education in excess of two years is qualifying for combination.
