Industry Economist, GS-0110-11/12 (Direct Hire)

As an Industry Economist, you will perform the following duties:
Conduct, plan, coordinate, review, evaluate, and summarize economic research and specialized data collections that support fishery management and the impacts on seafood markets, consumers, commercial and recreational groups, and coastal communities. Analyze, prepare, and present reports and results of the economic impacts on fishery management regulatory policies and provide certification summaries of the Regulatory Flexibility Act Analyses. Collaborate with staff, customers, committees, stakeholders, and the public on economic research and participate in professional meetings and groups. Serve as subject matter expert on marine fishery management and as a technical monitor by reviewing project proposals. Provide liaison services with staff from fishery councils and regional programs, and provide technical validity to the Magnuson-Stevens Fishery Conservation and Management Act, Executive Orders, Regulatory Flexibility Act, and National Environmental Protection Act requirements. This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify at the 0110 series:
A. Degree:
economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or B. Combination of education and
Experience:
courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. AND SPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11:
SPECIALIZED
Experience:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
Assisting with planning and executing research that evaluates economic impacts; and Assisting with conducting economic analysis that supports fishery management efforts. OR SUBSTITUTION OF EDUCATION:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. NOTE:
Only graduate education in excess of two years is qualifying for combination. To qualify at the GS-12:
SPECIALIZED
Experience:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:
Contributing to the planning and execution of economic research; Supporting the development and execution of economic data collections and analysis that supports fishery management; and Reviewing the technical validity of fishery management programs or policies.
