The position of Executive Secretary in the Office of the Network Director for the Veterans Integrated Service Network (VISN 8) office, provides support to one or more of the following:
the Network Director; Deputy Network Director; Chief Medical Officer; Quality Management Officer; Chief Financial Officer; Chief Operations Officer; and/or Human Resources Officer by performing clerical and general office work auxiliary to the work of the organization, and they will provide back-up support in the absence of administrative support staff.Major Duties at the full performance level are as follows (not limited to):
Process incoming and outgoing materials such as correspondence (including VAIQs, ExecVAs, OIG Hotlines, and patient and congressional letters), reports, memorandums, and other forms of written communication with hard timelines. Review incoming correspondence to determine appropriate action for the appropriate parties, assign correspondence for action, and determine appropriate suspense date for return. Provide general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submissions of information. Advise executive and senior leadership of important office issues and screen all reports, files, correspondence, incoming e-mail publications, directives, and periodicals for significant information or issues to be brought to their attention. Schedule appointments, coordinate and attend meetings, and schedule conferences. Prepare agendas and meeting minutes, and follow up on action items with appropriate staff members independently. Receive, schedule, refer, and contact members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public; be regularly involved in high-level contact with visitors and callers from VA Central Office (VACO), Congressional offices, news media, state and local officials, high ranking officials, public action groups, attorneys, etc. Maintain the organization's procurement/purchasing records and reports, and serve as a liaison to arrange for, monitor, and secure equipment, services, and products. Provide administrative assistance in the performance of studies such as manpower analysis and workload by gathering data and information to assist in the preparation of reports and summaries. Provide general office supply and equipment support services such as obtaining standard office supplies, procuring or justifying the full range of office services, or answering questions concerning policies and procedures related to support services. The major duties listed above represent the above the full performance level, (GS-09). At the GS-08 grade level, the selectee will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position. The selectee will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same. The selectee will progressively acquire the background necessary to perform at the performance level of GS-09. Promotion Potential:
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. For a GS-08 position you must have served 52 weeks at the GS-07 and for the GS-09 position you must have served 52 weeks at the GS-08. Assists with resolving operating or user problems for Action Items. Proficiency in utilizing Microsoft applications such as Word, Excel, Outlook, PowerPoint, SharePoint, and Maintains electronic files. Utilizing other advanced software functions. GS-09 Qualification Requirement Specialized Experience required for this position must be fully demonstrated in your resume and is defined as:

Comprehensive knowledge of administrative concepts, principles, and practices sufficient to perform duties of independently eliminating conflicts and duplication of work, determining when new procedures are needed, studying and evaluating office equipment, and recommending restructuring of clerical activities. Adapting policies and procedures for emergency situations and establishing new procedure to meet new situations. Provides administrative, clerical support to executives or senior leadership. Proficiency in using Microsoft applications such as Word, Excel, Outlook, PowerPoint, and SharePoint. Independently eliminate conflict and duplication of work, identifying when potential new procedures are needed, reviewing office equipment, and identifying potential restructuring of clerical activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
