As an Administrative Officer within the St. Petersburg Coastal and Marine Science Center (SPCMSC), some of your specific duties will include:
Serve as Cost Center business manager, administrative expert, and technical advisor Develop and implement policies related to financial and administrative management Participate as key member of SPCMSC senior staff planning operational activities in coordination with managerial, operational, and scientific research staff Serve as technical consultant and administrative advisor to the Center and Deputy Directors Plan for and oversee the development and operation of administrative support functions, including effective program and budget planning and execution within SPCMSC Foster cooperative relationships with other Federal, State, local government, and non-governmental entities while providing programmatic and management guidance, participating in meetings, acting as stakeholder partner in funds management and execution Act as Bureau point of contact for DWH and Restore Act-related and other special funds management Draft Bureau guidance while supporting Regional Director and Gulf of Mexico Science Advisor and Centers and Scientists throughout the Bureau in funds coordination and reporting execution Physical Demands:

If you are qualifying based on specialized experience, you must meet the requirements listed below Applicants must have one year of specialized experience at or equal to the next lower grade level. Examples of this experience may include, but is not limited to:
Working with other management officials to develop program goals, policies, and management operations; Working independently to find solutions to problems in diverse fields; Searching for, compiling and analyzing historical statistical and narrative data relating to budget and human resources staffing to determine the impact of higher level decisions and possible organizational impact; Supervising preparation of cooperative agreements with Federal, State and local agencies; Supervising preparation of internal documentation to insure accountability and distribution of funds to appropriate project accounts; Conducting onsite reviews of organizational administrative management programs to evaluate compliance with laws, regulations, and policy, adequacy of supporting documentation for proposed administrative actions and effectiveness of programs in support of organization mission requirements; Preparing cost-benefit analysis with recommendations regarding a variety of administrative functions including finance, human resources, material resources, maintenance, etc. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
