Supervisory Veterans Claims Examiner

Supervises the compensation disability examination program management staff in managing, coordinating, policy making, and assessing all aspects of, and reporting on, the effectiveness of the VBA C&P examination process. The staff is comprised of Veterans Claims Examiners (VCEs) and Program Analysts at the GS -13 and 14 levels. Serves as the team leader and provides oversight for all significant projects and/or issues concerning the office's efforts in improving the C&P examination process. This may involve leading or participating in the negotiation of binding agreements between VHA and VBA officials for the purpose of C&P examination process improvements. Leads staff members who are studying program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to develop new and modified operating instructions and training material. Provides oversight of staff in developing and updating procedural guidance for distribution to field offices. Ensures integration of Compensation Service efforts among other VBA, VHA, and OI&T entities. Leads the team in representing Compensation Service's business needs in integrated project teams containing members from various organizations including VHA, OI&T, other VBA organizations, and VA contractors Provides oversight of process and staff which are directly responsible for all activities in relation to the creation, editing and maintenance of the Disability Benefit Questionnaires and any associated VBA claims automation efforts Work Schedule:

Demonstrated experience applying current and/or recent laws and regulations governing the compensation/pension/ education benefit programs to include:
the administration of the types of benefits and services delivered, the scope of benefit coverage provided, and the benefit eligibility requirements specified; employ technical expertise in the development of policies and procedures derived from existing regulatory requirements of the benefit claims/application adjudication and allotment program processes; preparation of advisory opinions, to address and resolve complex issues relating to proposed legislation, executive orders, laws, regulations, and public opinion; perform continuous improvement studies related to proposed/existing initiatives, short or long-term goals, and program progress; oversight of program team members:
that entails, interviewing, selecting, reassigning and promoting staff, directing, coordinating, monitoring and evaluating work accomplished. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Physical Requirements:
Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, Veteran files and similar items. No special physical demands are required. This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
