Supervisory HR Specialist (Recruitment and Placement)

Duties:
This position is organizationally located in the VISN's Human Resources Management's Recruitment and Placement Section (R&P) reporting to the VISN Deputy HR Officer. This position functions as a Section Chief responsible for managing the Network R&P Section comprised of at least five R&P Shared Services Units (SSU) providing services, support, and advice in support of any and all VISN 8 medical centers and community-based outpatient clinics (CBOC) as well as the Veteran's Canteen service. These SSUs administer the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff. Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems. Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Skill and technical knowledge supervising and managing the functions of a Federal Civilian Human Resources work group responsible for dealing with human resources management in the Federal sector to include substantive human resources work, supporting all management/supervisory levels with knowledge of government and local laws, policies and regulations in the following Federal Civilian subject matter area:
Recruitment and Placement (Title 5, Title 38 and Hybrid/Title 38). Your experience must demonstrate both supervisory and technical experience in Recruitment and Placement (Title 5, Title 38 and Hybrid/Title 38). You will be rated on the following Competencies for this position:
1. Knowledge of Title 5 and Title 38 Staffing procedures. 2. Ability to supervise. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
