Not Required This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The Paralegal position is located in Department of Veterans Affairs (VA), for Office of General Counsel, Southeast District within Office of General Counsel (OGC). The mission is to provide legal advice and services to the SECVA and all organizational components of the Department. The General Counsel is, by statute, the Department's Chief Legal Officer. The incumbent works in a para-professional capacity involving the various legal service areas within the Department of Veterans Affairs (DVA), including, but not limited to Federal Personnel and Labor Law, Federal Tort Claims, Research, Ethics, Loan Guaranty, Medical Care Cost Recovery, Contracts and Procurement, Fiduciary and Guardianship, Pension and Disability, Privacy and Release of Information, and Appellate Litigation. The incumbent performs administrative and legal support to colleagues and supervisors on assigned work, and routinely provides direct legal services on case and/or program assignments. The incumbent under the administrative supervision of an OGC supervisor, as designated, and may receive tasks and guidance by non-supervisory staff. Superior Academic Achievement:
(SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is related to and qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of B (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of B+ (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Experience:
Possess one year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes assisting with applying various principles, concepts, and methods of legal research and analysis sufficient for case development, documentation, and resolution; interviewing and/or obtaining necessary information from a variety of sources, such as, potential witnesses, claimants, and experts; utilizing legal and factual resource tools sufficient to investigate, analyze, and resolve issues in assigned work with supervision; and preparing memoranda, briefs, legal opinions, and/or written documents needed in the delivery of accurate, timely and effective legal services. Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must possess 1 full year of progressively higher level graduate education leading to a Master's degree. Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 year of graduate level education. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
