Occupational Therapist, Rehabilitation Planning Specialist (Caregiver Support Program)

The Occupational Therapist serves as a core member of a VISN-level interprofessional group of clinical reviewers-the Centralized Eligibility Team, which is responsible for reviewing complex Program of Comprehensive Assistance for Family Caregivers (PCAFC) eligibility related processes and procedures. The OT, Rehabilitation Planning Specialist has the responsibility for expert knowledge of eligibility criteria for the PCAFC, day-to-day operation of the program, and all reporting requirements within the assigned VISN. The OT executes clinical position responsibilities that demonstrates leadership, experience, and creative approaches to management of complex patient level of care determinations to include, but not limited to:
Works with interdisciplinary team members at VISN and facility levels to ensure coordinated and directed eligibility determinations for the PCAFC. Coordinates with other Regional CETs and VACO CSP to develop and implement strategies for PCAFC eligibility, tier level, discharge, and appeals process and performance improvement. Conducts comprehensive clinical review of patient records to identify the presence of Veteran need for assistance with personal care services and/or supervision or protection needs daily. Maintains understanding of eligibility associated with service connection and conducts review of eligibility documents, as needed, to determine service connected condition meets eligibility requirement. Analyzes data obtained in record review for use in determining clinical eligibility for PCAFC. Documents information utilized in clinical eligibility determination and eligibility assessment tools. Conducts Peer Reviews to ensure national consistency in eligibility determinations. (Note:
These peer reviews may occur at a consortium level.) Receives, reviews, and dispositions PCAFC initial eligibility decisions; reassessments; and appeal decisions for clinical eligibly determinations. Anticipated process:
Adjudicates first-level appeals for alternate VISN CETs and second-level appeals for one of the other three CET Regions. Executes position responsibilities that demonstrates leadership, experience, and creative approaches to management of complex patient care. Provides professional oversight and consultation for occupational therapist involved in caregiver programs, monitors and evaluates clinically appropriate. Performs all other duties as assigned. a. Citizenship. Citizen of the United States. b. Education. (1) Graduation from a degree program in occupational therapy approved by the Accreditation Council for Occupational Therapy Education (ACOTE) or predecessor organizations to include an internship (supervised fieldwork experience required by the educational institution). The ACOTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA); OR (2) Foreign graduates of occupational therapy programs meet the requirements under (1), and if they have a current, full, active and unrestricted license/certification/registration/trademark as required by this occupation. c. Certification/Examination. Possession of written documentation that the individual has passed the entry-level certification examination for OTs which is administered by the National Board for Certification in Occupational Therapy (NBCOT). d. State Licensure/Certification/Registration/Trademark (hereafter referred to as state regulatory requirement). The OT must hold a full, current, and unrestricted state license, certification, or registration or trademark to practice occupational therapy in a State, Territory, a Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. NOTE:
The OT must maintain full, current and unrestricted license, trademark, registration, or certification as required by state statute. e. Physical Requirements. See below. f. English Language Proficiency. OTs must be proficient in spoken and written English. Preferred Experience for the most highly qualified applicant includes:
-Knowledge of complex medical, geriatric and psychiatric diagnosis and patient population specific needs -Experience with Caregiver Support Program-Functions as a technical expert in clinical practice and/or areas related to the assigned roles and responsibilities. -Evaluates, systematically, current practice and formulates outcomes for groups of patients and/or organizational processes within area of expertise. Grade Determinations for GS-13 Grade Level:
(a) Experience, Education and Licensure. In addition to the basic requirements, completion of 1 year of progressively complex experience equivalent to the next lower grade (GS-12) level directly related to the position being filled which demonstrates knowledge, skills, abilities and other characteristics that are directly related to the specific assignment (Rehabilitation Planning). Generally, non-supervisory assignments at this grade level require the knowledge, skills, and competencies normally acquired through a post-graduate residency or fellowship training. In addition, candidates must fully meet the KSAOs at the GS-12 grade level and those for the specific assignment described below. (b) GS-13 Rehabilitation Planning Specialist. Rehabilitation planning specialists are key program officials in the decentralized Office of the Director, Physical Medicine and Rehabilitation Service (PM&R) and the Rehabilitation Strategic Healthcare Group (SHG). Individuals in these positions are responsible for the management of national initiatives having a high degree of visibility and a significant impact on Department health care. Examples include national initiatives in the care and treatment of patients, educational programs, program evaluation, quality assurance, etc. These programs typically include collaboration with other Federal and State agencies, professional organizations, and services within VHA. OTs assigned to this position must demonstrate the following Knowledge, Skills and Abilities (KSAs):
a. Knowledge of assigned specialized national clinical programs. b. Knowledge of health care organizations and inter-relationships of subgroups within health care and rehabilitation organizations. c. Ability to serve as liaison to other Patient Care Services SHG's such as Geriatrics and Extended Care, Spinal Cord Injury, Prosthetics and Sensory Aids, Care Coordination, etc. d. Ability to manage advocacy roles and planning activities within the agency and the greater rehabilitation community. References:

This position requires potentially long periods of continued walking, standing, and sitting. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
