As an attorney-advisor in the Northwest Section or in the Southeast Section, you will work closely with experienced biologists and fishery managers in developing and reviewing regulations, permits, and policies relating to the management and conservation of marine resources. This position requires interaction with other NOAA General Counsel Office attorneys, scientists, policy makers and technical staff, Department of Commerce officials, other Federal and state agency officials, members of the regulated community, and representatives of public interest organizations. It also involves active participation, in concert with U.S. Department of Justice attorneys, in defending NOAA cases brought under the Endangered Species Act, the Marine Mammal Protection Act, the Magnuson-Stevens Fishery Conservation and Management Act and other similar laws. The work involves complex and challenging issues on important matters. The workload of the attorney may include cases on both coasts of the country. The duties of this position include, but are not limited to, development and review of memoranda of agreement for use of resources under Federal jurisdiction (e.g. offshore sediments by Bureau of Energy Management) or under state control; assisting in the planning and implementation of restoration projects, including review of documents for OPA, CERCLA, NMSA and NEPA compliance; representing NOAA as a legal advisor at trustee meetings; and providing counsel on restoration project specific legal issues such as document preservation requirements, memoranda of understanding, cost documentation and long-term fiscal responsibility, and matters of real property law (e.g., access agreements, easements, mineral extraction rights, exploration rights, water rights, and leases). The attorney will work closely with other Federal and state natural resource trustees, non-governmental organizations, and state and industry representatives. The NOAA attorney must take into account U.S. and NOAA policies during the development of the damage claim and the implementation of natural resource restoration. NOAA seeks attorneys with a comprehensive knowledge of Federal environmental statutes and conservation laws, as well as laws and regulations related to the implementation and oversight of large-scale natural resource restoration projects. Applicants must have a demonstrated ability to communicate effectively orally and in writing and to identify and resolve complex legal issues. Applicants also must demonstrate the ability to manage large projects independently, assimilate large amounts of materials quickly, balance a large and diverse workload, and work effectively in a team with other attorneys and support staff.Significant academic achievement in law school (such as top 20% class ranking, graduation with honors, judicial clerking experience, or participation in moot court or law review) or experience practicing environmental law will be favorably considered. All applicants must have a J.D. degree from an accredited law school, and must be an active member in good standing of a State bar; the bar of the District of Columbia; the bar of the Commonwealth of Puerto Rico; the bar of one of the U.S. Territories or the bar of one of the U.S. Possessions. To qualify at the GS-12 level:
One year of professional legal experience after admission to the bar at a level of difficulty comparable to the GS-11 level conducting legal research relating to Federal environmental statutes and conservation laws; OR LL.M (Master of Laws) with a specialization in environmental law. To qualify at the GS-13 level:
Two years of professional legal experience after admission to the bar; at least one year of which was at a level of difficulty comparable to the GS-12 level conducting legal research, drafting and reviewing discovery, memos, pleadings and motions relating to Federal environmental statutes and conservation laws; OR One year of professional legal experience conducting legal research, drafting and reviewing discovery, memos, pleadings and motions relating to Federal environmental statutes and conservation laws after receiving an LL.M (Master of Laws) with a specialization in environmental law. At this level qualified candidates must demonstrate significant experience in the field of environmental law, one full year of which was at a level of difficulty comparable to the GS-13 level in the Federal service that included:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
