00% - Typing a variety of documents; answering the telephone; greeting the public; assisting with engineering and operational programs and general office operations; assisting with budget preparation; tracking budget spending trends; maintaining records and files; preparing reports and presentations; manage the Departments invoicing; managing residential and commercial permits applicable to Public Works.

) Answers telephone; receives and responds to citizens concerns and complaints regarding all aspects of Public Works including missed garbage service, broken water lines, sewer backups, dead animals/trash on beach, tree permitting, parks; maintains logs of all telephone calls and disposition of the matter; consults with the public on multi-faceted complaints and public service issues.
Develops and maintains the architectural and structural hierarchy of the work order management system; receives requests for assistance; directs the work orders to the appropriate department; follows up on work requests for closure; prepares productivity and other reports.
Coordinates resolution of issues concerning the Citys operational contractors including solid waste collection, sanitary sewer system issues, stormwater issues, street repairs, sidewalk repairs, and numerous other aspects of public infrastructure.
Assists with budget preparation and maintains financial accounts for Public Works Divisions.
Coordinates and maintains personnel and payroll records, training requests and certificates, leave records, injury reports, petty cash for all divisions within the department, and travel arrangements and appointments.
Provides statistics and information concerning departmental operations for detailed analytical reports; prepares periodic reports, inter-office memos, letters, and spreadsheets.
Informs the Director of budget status and funding availability for expenditure decisions.
Processes all invoices for payments.
Prepares and coordinates with the Finance Department for budget transfers between accounts.
Maintains department inventory and purchases office supplies.
Responsible for all outgoing mail including Certified Mail and all interdepartmental mail.
Manages the Sunshine811 Program for sanitary sewer tap locations, irrigation permitting, and assists the City Engineer in managing requests for other permits issued by Public Works.
Manages Reclaimed Water activations and deactivations and coordinates same with Pinellas County Utilities Technical Services Division.
Assists with the Capital Improvement Project records, preparing bid documents, contracts, purchase orders, and partial payments.
Assists the Director and City Engineer to apply for and administer Grant Programs.
Keeps current Department Standard Operating Procedures for all divisions and other related operations.
Assists with preparing and collecting documentation requirements and reports required for the City National Pollution Discharge Elimination System program in coordination with an outside contractor and the FDEP.
Interacts with and coordinates work with various outside contractors and governmental agency representatives including Pinellas County Utilities, St.
Petersburg Public Works, FDOT, FDEP, adjacent municipalities in the region, and others.
Assists with required FEMA documentation and documentary of emergency operations.
Deploys to the Emergency Operations Center during hurricane evacuations assisting the Public Works Director to manage the Emergency Response and Recovery activities before, during, and following a hurricane.
Enters data and operational requirements in the Pinellas County WebEOC program.
Performs related tasks as required.
Knowledge, Skills and Abilities Knowledge, Skills and Abilities - Thorough knowledge and skill in the implementation and operation of data and word processing and care of the equipment; thorough knowledge of Microsoft Word, Excel, and PowerPoint Software; thorough knowledge of Google SketchUP software (preferred); modern office practices and procedures, business English and spelling; knowledge of city government operations, financial and budgeting procedures; thorough knowledge of operations and functions of the divisions comprising the Department of Public Works; thorough professional skills as a telephone operator/dispatcher to answer and assist citizens, tourists, and community leaders with complaints and general information for community relations; ability to deal with stress and priorities as necessitated by the work load; ability to establish and maintain effective working relationships with officials, department directors, contractors, associates, and the general public.
Physical Requirements This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires crouching, reaching, walking, pushing, fingering, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
