Responsible for, but not limited to, coordination and implementation of daily operations of finance department, prepares financial statements, prepares financial reports and data for budgets and financial analysis, provides reports in accordance with generally accepted accounting principles, funding and governmental regulations.

ESSENTIAL JOB FUNCTIONS Prepares, reconciles, and maintains financial statements including general ledger, revenue and expense reports and balance sheet.
Develops and prepares accruals, recurring and adjusting journal entries.
Prepares and maintains required governmental fiscal reports and insurance reports.
Also prepares monthly, quarterly and annual payroll tax returns and forms including Form 941, UCT-6, W-2/summary.
Reconcile bank statements.
Develop and prepare financial analysis, year end and audit work papers.
Identify, analyze and solve required changes and problems in fiscal processes.
Provide direction and assistance to finance personnel.
Assure finance computer systems and data are backed up systematically and stored off-site; performs monthly, quarterly, and annual closings of appropriate computer software; performs finance computer housekeeping as needed.
Prepares deposits and maintains documentation for administrative funds received.
Prepare employee insurance data, applicable reports and Form 5500.
Complete and transmit USDA reimbursement reports.
Prepare and assist with agency, contract and grant audits.
Assist fiscal services director in budgeting and financial analysis.
Completes special projects and performs other related duties as assigned.
SPECIFIC REQUIREMENTS This is a responsible position requiring moderate, highly complex communications with supervisors, other agency personnel and outside contact.
Supervision is occasional with substantial independent decision making required.
Work is only somewhat repetitive and considerable innovation is required.
Problems to be solved have considerable complexity.
Requires a strong working knowledge of fiscal and accounting principles/systems and a strong background in computer software systems.
Must maintain thorough current knowledge of accounting requirements.
Must also have excellent computer/business machine skills.
Must be able to work beyond established schedule and have a reliable source of transportation for use during working hours.
SCREENING QUALIFICATIONS BA/BS degree in related field plus 3 years related experience or an equivalent combination of education, training and experience.
